the vast majority of tenement houses are concerned

comparatively few houses have been built since the passing

of Ordinance No. 1 of 1903 be settled without any amend-

-ment of the Law. What steps shall be taken to deal with

the problem in houses built since the beginning of 1903

and in new houses is a question that will require mature

consideration.

In the meantime I am carefully

considering the various suggestions made by the Commission-

-ers touching the administration, or involving amendment,

of the Law together with various amendments of the Public

Health and Buildings Ordinance which have been noted by

Government from time to time for enactment on the first

opportunity, and I shall submit recommendations, and

embody them in a draft Amending Ordinance, for the con-

-зideration of Sir Frederick Lugard.

Your Lordship has already been

placed in possession of a great deal of the evidence

proving corruption in the Subordinate Staff of the

Sanitary Department, when the charges against various

Inspectors who have been tried before the Executive Council
